FINANCE COMMITTEE MINUTES

April 1, 2008

 

John Doe, Vice-Chair, called the meeting to order at 7:05 P.M.

 

MEMBERS PRESENT: John Doe, Paul Lawrence, George Allen, Kelly Springfield, Eric Clapton and Charlie Heath

 

MEMBERS ABSENT: Christopher Columbus, Ben Folds, and Susan Lane

 

OTHERS PRESENT: Don Lipton and Tom Poe

 

NOTE: This is a fictitious document.  Any resemblance to a real town finance committee’s minutes is coincidental.

 

MINUTES:

The minutes for March 12th were approved as amended with George Allen not attending the meeting as stated.  Also, to delete “all” and change to “more” pertains to nominating a new chair for the committee.  Motion EC/Second BP.  PL and KS abstained.

 

NEW BUSINESS:

RSFT: $331.73 for vehicle fuel as requested from Dewey Cheetham, as the new account was under-funded.  Motion EC/Second GA.  Passed unanimously.

 

Discussions:  Revenues and Expenses

Adjustments – (1) Motor Vehicle Excise Taxes decreased to $420,817.00 (2) Fines and Forfeits decreased to $15,000.00 (3) Earnings on Investments increased to $39,000.00 and (4) Miscellaneous Non-recurring decreased to $27,000.00.  Total Taxes and Local Revenue equals 4.7 million.

 

SCHEDULED MEETINGS:           

April  15th is scheduled to discuss expenses before meeting with town departments and other committees.  John will notify members if this meeting is to be cancelled.  The April schedule changes to Thursday’s until further notice.  Paul will check with CRLSs availability for April 23rd, the Highway, Fire and Police Departments for April 1st  and the Local School and Library for April 8th.

 

ADJOURNMENT:  Meeting adjourned at 8:10 P.M.  Motion GA/Second EC.  Passed unanimously.

It goes practically without saying that we are indebted to the Joomla project.

Thanks also to Rich Roth  for his local evangelizing, as well as Barrie North at Compass Designs, in particular for the template tutorial chapter in his book "Joomla! A User's Guide".

 

We like the free visual templates that can be found at Red Evolution.  In particular, we have borrowed the CSS horizontal menu code from the crimson tide template, and the font sizing graphics (hopefully also soon the font selection CSS) from the aphelion template.

 

 

If you've lived in a small town you might have noticed that many services are difficult to provide on a town-sized scale. There is a lot of pressure to regionalize services - schools, police and fire, etc - to achieve a reasonable cost per taxpayer.

That same economy of scale has made it harder for towns to provide the same quality of websites as cities.  Custom web development has been expensive, and without a lot of people to spread that cost out over, the cost of producing a quality website has often been prohibitive.

However, we think current and emerging technology can make it possible to provide high quality services - in particular, a website that rivals some of the better websites developed for small cities - on a smaller budget.  We've chosen to work with an open-source framework for most of our clients that want to develop town websites, and to contract with web hosts that can provide secure and robust service at a low cost.  Where a traditional web developer might seek to land a single city as a client, we'd prefer to provide services to 50 towns.

Service is our first priority, so we have to roll out slowly, to make sure each of our clients gets our full attention during the up-front design, development, and training phase.  We won't take on a new website unless we've got the resources available to maintain quality of service.

These days, it is a given that municipalities should have a website with town government information. Even so, it is important to think about why a town wants or needs to have a website.

Going into our small town hall, I see various things posted on the walls. Hours for the assessor's office, the town clerk and town administrator. A paper calendar with meeting times, perhaps marked up in pencil.
